ATT and Bellsouth emails being blocked by Hotmail

It appears that MSN is blocking bellsouth.net IPs pretty much wholesale based on my search of blogs. MSN thinks too many spams are not being filtered by bellsouth (ATT).

AT&T Southeast customers have reported many issues with latency on sending mail. Sometimes some of that mail may not even arrive. AT&T Southeast has isolated this issue in latency on sending mail to a Spam block from certain other mail providers. Right now we have identified that Hotmail and MSN have received complaints that mail from certain AT&T domains, have generated complaints by their customers as being Spam generators. AT&T is actively working with these service providers to correct these issues. The latest response from our mail team is as follows:

What has been uncovered is that Microsoft/Hotmail is severely rate limiting (throttled) our email due to them seeing high volumes of spam being sent from our webmail platform to their domain. This is due to the vulnerability that we have with spammers using webmail to send a large amount of spam messages. Although these are going through our outbound Brightmail filters, our version is very antiquated and does not filter all of the messages being sent to the Internet. The accounts that spammers are using were created via our Dial Credit Card provisioning vulnerability that was officially shutdown on April 7. Unfortunately, there appears to be massive amounts of spam accounts that were created and we can only find them when the damage has been done.

So to recap the issue in layman’s terms. AT&T Southeast has seen an increase in latency in outgoing mail and through research found that it was a Block by Hotmail and MSN. We have asked to have them lift block and the response was that they are getting to many complaints by their customers of receiving Spam from AT&T Email domains. They did lift the block from our servers but Rate Limited the capacity of mail that can be delivered for the time being. AT&T is working with other Hotmail and MSN to have the limits lifted and isolate the Spam sources. Agents who receive calls from customers should advise the customer that AT&T Southeast is working with MSN and Hotmail to resolve the latency issue in sending mail.
